CF Rollover Wizard is an easy, simple to use program that allows you to create rollover buttons or apply rollover effects to links in practically no time at all.

In about a minute(depending on your typing speed), you can have working rollover buttons with no knowledge of javascript what so ever.

Basic HTML experience helps, but is not required since you can save rollovers as html pages. As for link effects, please make sure you have a basic understanding of color names, and that you can count.
