ToChar is a Win32 console applet which will read stdin text and will convert it to either the OEM or the Windows character set (the latter which is a superset of Latin-1/ISO-8859-1) and prints it back to stdout.

Very useful if you're often working in mixed Win32 GUI and console environments. By default, it converts from OEM to Windows but this action is reversed by specifying /oem on the command line. Full C source code is provided.
